Illegal financing of political parties by the organized criminal group led by Ilan Shor

According to the accusation, until October 2023, Elena Bizbei acted in the territory of the Vulcănești district together with Gheorghi Pavlioglo and at the instructions of Natalia Pamucciu, within a criminal scheme of illegal financing of the Political Party “Șansa”.

During the period from September to October 2023, Elena Bizbei was present both in the party's office and in other locations in the Vulcănești district, participating in the distribution and transmission of the monetary funds managed by Natalia Pamucciu.

The amounts granted to various individuals varied between 400 and 4,000 lei, with the total value of the distributed money being 464,750 lei. The beneficiaries were mainly individuals from the Vulcănești district, including activists and supporters of the party.

According to the case materials, the money represented remuneration for various activities carried out in the interest of the party, including:

- participation in meetings and gatherings;
- collecting signatures in support of a candidate for an elective position;
- payment of so-called “salaries” for activities in the interest of the formation.

Through these actions, Elena Bizbei contributed to the financing of the “Șansa” party from sources prohibited by law.

Other property measures: 16,940 MDL were collected as court expenses.

First court: Conviction

Suspended imprisonment. Imprisonment: 36 months (with suspension)

The case was judged under the plea agreement procedure, with the defendant acknowledging his guilt. The case is relevant for practice, including from the perspective of investigating, adjudicating, and convicting a person who cooperated with the prosecution.

To establish guilt, the court took into account the existence of evidence presented during the criminal investigation through several means of proof, including records of special investigative measures, witness statements, search reports, etc.
