The accused, acting as an organizer, together with other individuals, organized meetings in several localities in the Soroca district, where she collected personal data of voters, installed the PSB application, and promised them money (approximately 5000 Russian rubles) to influence the vote in the presidential elections and the referendum on 20.10.2024, in favor of a candidate supported by the "VICTORIE - ПОБЕДА" Bloc.

Although transfers were initiated, the beneficiaries did not collect the money. The act was qualified as organizing the preparation for bribing voters.

First court: Conviction

The case highlights the use of organized mechanisms to influence voters during the electoral period, including the collection of personal data, the organization of meetings, and the use of digital applications (PSB) for the promise of financial transfers.

The court found the existence of a form of electoral corruption in the preparatory phase, emphasizing that the mere promise or organization of the mechanism for providing material benefits is sufficient to engage criminal liability, even in the absence of actual receipt of money by the voters.

Furthermore, the court emphasizes that such actions, carried out during the electoral period and in the absence of legal status as an electoral competitor, cannot be justified as political activity or volunteering, but constitute illegal interference in the electoral process.
