Complicity in accepting illegal funding for the 'Shor' Party through the party's territorial structures

During the period from September 18, 2022, to December 15, 2022, Grapin Fiodor served as the vice president of the territorial organization Rîșcani of the Political Party “Șor”, being responsible for coordinating the primary organizations in the suburbs of Chișinău municipality: Stăuceni, Cricova, and Grătiești.

According to the court, he acted together with several representatives of the party leadership and territorial structures, including Marina Tauber, Reghina Apostolova, Daria Trofim, Svetlana Popan, and other local coordinators, knowing that the party was illegally financed by the organized criminal group led by Ilan Șor.

In this context, Grapin Fiodor contributed to the organization and coordination of individuals' participation in the anti-government protests organized by PP “Șor” in front of public institutions in Chișinău municipality, including the Parliament, Government, Presidency, and General Prosecutor's Office. In carrying out these activities, he received and transmitted via the “Telegram” application lists of mobilized individuals, coordinated local activists, and participated in distributing sums of money intended for compensating the protesters.

The mobilized individuals typically received 400 lei for participating in the protests. The court found that the number of mobilized individuals varied from several dozen to several hundred for each event, explicitly indicating the protests organized on September 18, September 25, October 2, October 30, November 13, 2022, and other dates. In total, it was established that, through his activities, protesters were compensated with a total amount of 1,168,920 lei, money considered to have originated from illicit sources and integrated into the party's activities to promote its political interests.
