Factual summary
During the period from July to October 2022, Roman Nicoară, acting as the president of the territorial organization Florești of the Political Party “Șor”, acting as an accomplice, knowing with certainty that this party is financed by a criminal organized group led by Ilan Șor, together with other persons, contributed to the illegal financing of the Șor party, including organizing in the territory of Florești district the mobilization and transportation of persons back and forth on protest days, receiving money in particularly large amounts in bags and sacks from couriers, for the payment of transportation services and remuneration of each person from the city of Chișinău (Parliament, Government, Presidency, General Prosecutor's Office, etc.).

November 7, 2022 – the items seized on November 2, 2022, from Natalia Onica were examined, including a mobile phone in which data regarding the number of people transported to protests, including from the Florești district, was identified.
November 15, 2022 – the results of the special investigative measure regarding the interception and recording of Nicoară Roman's phone communications, previously authorized during the period of August–September 2022, were recorded.
April 18, 2023 – electronic files regarding the record of protests, transportation, and participants were seized from Ala Beșliu, later used to establish the number of mobilized individuals and related expenses.
April 20, 2023 – the accounting documents seized from the headquarters of the PP "Șor" during the search on November 2, 2022, were examined.
August 23, 2023 – the results of the special investigative measure regarding the collection of information from electronic communication providers, including Nicoară Roman's communications with individuals involved in the transfer of money and organization of protests, were recorded.
January 13, 2025 – the documents and draft writings from the case were examined to quantify the amount allocated and managed through OT Florești, with actions of coordination, reporting, and confirmation of the protesters being retained.
