During the period from July to October 2022, Roman Nicoară, acting as the president of the territorial organization Florești of the Political Party “Șor”, acting as an accomplice, knowing with certainty that this party is financed by a criminal organized group led by Ilan Șor, together with other persons, contributed to the illegal financing of the Șor party, including organizing in the territory of Florești district the mobilization and transportation of persons back and forth on protest days, receiving money in particularly large amounts in bags and sacks from couriers, for the payment of transportation services and remuneration of each person from the city of Chișinău (Parliament, Government, Presidency, General Prosecutor's Office, etc.).

The case was examined in a simplified procedure, the defendant stating that he acknowledges his guilt and requesting the examination of the case solely based on the evidence of the prosecution.

The court decided to convict the defendant. In reaching this decision, the court noted the existence of evidence proving guilt, including the statements of 18 witnesses, results of special investigative measures, searches, seizures, etc.

The defense appealed the sentence regarding the punishment applied, requesting the higher court to impose a monetary fine or, if applicable, a suspended sentence with a probation period of 2 years, as well as the rejection of the request for special confiscation. The appellate court found that the trial court had respected the criteria for individualizing the punishment and had taken into account the heightened social resonance of the case and the prolonged nature of the act.

September 2, 2022 — 978 people were mobilized, with expenses of 489,000 lei for round-trip transportation and participant remuneration.

Initiation of legal proceedings
October 20, 2022 – December 19, 2022 – Nicoară Roman was in pre-trial detention and house arrest in this case.

November 2, 2022 – a search was conducted at the headquarters of the PP "Șor", where documents, information carriers, lists, writings, and other materials relevant to the party's activities and the organization of protests were seized.

November 7, 2022 – the items seized on November 2, 2022, from Natalia Onica were examined, including a mobile phone in which data regarding the number of people transported to protests, including from the Florești district, was identified.

November 15, 2022 – the results of the special investigative measure regarding the interception and recording of Nicoară Roman's phone communications, previously authorized during the period of August–September 2022, were recorded.

April 18, 2023 – electronic files regarding the record of protests, transportation, and participants were seized from Ala Beșliu, later used to establish the number of mobilized individuals and related expenses.

April 20, 2023 – the accounting documents seized from the headquarters of the PP "Șor" during the search on November 2, 2022, were examined.

August 23, 2023 – the results of the special investigative measure regarding the collection of information from electronic communication providers, including Nicoară Roman's communications with individuals involved in the transfer of money and organization of protests, were recorded.

January 13, 2025 – the documents and draft writings from the case were examined to quantify the amount allocated and managed through OT Florești, with actions of coordination, reporting, and confirmation of the protesters being retained.

The court convicted Roman Nicoară, imposing a sentence of imprisonment for a term of 3 years with a partial suspension of its execution for a probation period of 1 year after the effective serving of 2 years of imprisonment and a mandatory complementary penalty in the form of deprivation of the right to become a member of political parties, to hold positions in the central bodies and territorial organizations of political parties, to engage in activities related to accounting and financial organization within political parties, to participate in political activities, to hold public office, and to engage in activities in the public sphere for a duration of 5 (five) years.
