Period of facts
Culai Adrian accepted to participate in the takeover/construction of a pro-European political party, which was to be led by Arina Spătaru and used for participation in the general local elections of 2023.
He decided to take over an already registered party, and under the pretext of revitalizing the Democratic Action Party — PAD, he persuaded Mihai Godea to organize the party's congress, during which the formation was renamed to the Political Party "Alliance of Liberals and Democrats for Europe" — ALDE.
On 05.08.2023, Culai Adrian was elected Secretary General of ALDE, having responsibilities for the party's accounting and financial organization.
Between the end of June and the end of August 2023, he accepted monetary funds amounting to 452,700 USD, equivalent to 8,110,658.98 lei, coming from the group led by Ilan Shor, for strengthening the political party.
The act was classified as knowingly accepting funding for the political party from an organized criminal group, as provided by art. 181² para. (5) of the Criminal Code.

20.09.2023 — recording of the self-report submitted by Culai Adrian, in which he acknowledged his involvement in accepting illegal financing of a political party.
20.09.2023 — seizure from Culai Adrian of the amount of 20,000 USD, indicated as having come through Bagas Mihail from Ilan Shor for the financing of ALDE.
26.09.2023–20.10.2023 — seizure and examination of the Samsung Galaxy A33 5G mobile phone, on which the BRIA application was installed, used for secure communications.
09.10.2023–10.10.2023 — recording of special investigative measures regarding the interception of communications and undercover investigation, including discussions in which Culai confirms the receipt of money through Bagas Mihail.
05.02.2025–05.03.2025 — seizure and examination of documents regarding the ALDE/PAD legal case, the indictment and charges in the Tauber/PP "Shor" case, as well as documents regarding the group led by Ilan Shor.
11.06.2025 — conclusion of the plea agreement between the prosecutor, the convicted, and the defense attorney.
