The knowingly accepting of financial means from the organized criminal group led by Ilan Shor for the purpose of financing the political party.

Racu Valeriu operated unofficially for the benefit of the Political Party “Șansa”, acting as a courier for the transportation and transmission of monetary funds and goods intended for individuals providing services in the interest of the party.

His activity consisted of picking up, from various locations in the municipality of Chișinău and suburbs, packages, envelopes, or bags with money, which he then transmitted to indicated persons via communication applications.
On 01.03.2024, at approximately 14:00, Racu Valeriu handed over to Vaca Leonid a black package containing 613,500 lei, an amount that was to be redistributed through intermediaries to individuals providing services for the benefit of PP “Șansa”.

The money was not accounted for and declared according to the legislation on the financing of political parties, and the act was classified as illegal financing of political parties from sources prohibited by law, committed in large proportions, as provided by art. 181³ of the Criminal Code.

The case was judged under the plea agreement procedure, with the defendant acknowledging his guilt. The case is relevant for practice, including from the perspective of investigating, adjudicating, and convicting a person who cooperated with the prosecution.

To establish guilt, the court noted the existence of evidence presented during the criminal investigation through several means of proof, including records of special investigative measures, witness statements, search reports, etc.
