Knowingly accepting financial means from the organized criminal group led by Ilan Shor for the purpose of financing the political party.

Evghenia Guțul, initially working as a manager and later as a secretary in the Monitoring, Planning and Control Department of the Political Party “Șor”, was involved in accepting party funding from the organized criminal group led by Ilan Șor. From October to December 2021, she participated in the introduction of undeclared funds into the Republic of Moldova, used in the electoral campaign for the new local elections in the municipality of Bălți, and from 01.01.2022 to 02.11.2022, she coordinated the activities of territorial offices, including keeping records of protesters, verifying their participation, and compensating them. The total amount withheld in her case was 40,905,637.68 lei.

Svetlana Popan, initially serving as the chairwoman of the Central Territorial Office of the municipality of Chișinău of the PP “Șor”, and later as a manager/secretary in the Monitoring, Planning and Control Department of the party, was involved in accepting illegal funding for the political formation from the same group. From October to December 2021, she paid in cash for the food of the electoral staff involved in the campaign of candidate Marina Tauber in the elections in the municipality of Bălți, and from 01.08.2022 to 18.02.2023, she coordinated territorial offices in Chișinău and suburbs for mobilizing, recording, and compensating protesters. The total amount withheld in her case was 9,748,425 lei.

Other property measures: Asset seizures were applied in the total amount of 2,229,845.53 MDL and amounts of 5,675,450 MDL, 4,000 USD, and 1,450 EUR were transferred to the benefit of the state, as well as a Lenovo laptop and 2 iPhone phones.

Imprisonment with execution. Imprisonment: 84 months

The case was tried in general procedure. At the time of the trial, Evghenia Guțul held the position of Bashkan of Gagauz Yeri, and at the time of the commission of the acts, she held the position of secretary of the Monitoring, Planning and Control Department of the Political Party “Șor”, while Svetlana Popav was the chairwoman of the Territorial Office Center of the municipality of Chișinău of the PP “Șor”, and later as a manager/secretary within the Monitoring, Planning and Control Department of the party.

Both played an important role in managing the funds received from the organized criminal group Șor, both in terms of introducing money into the territory of the Republic of Moldova, distributing it, and paying for certain services in cash, such as feeding the individuals involved in Marina Tauber's campaign in the local elections in the municipality of Bălți.

To reach this conclusion, the courts heard 32 witnesses (including 14 defense witnesses) and examined physical evidence, documents, results of special investigative measures, and other actions of criminal prosecution.
